The Department of Energy advisory committee on TVA issued a final report calling for more regulation controls on TVA once national electric deregulation begins. It recommends TVA remain mainly in the "wholesale electric business."

There is little interest in restructuring in Tennessee due to TVA, a federal utility and thus not subject to state regulation, being the primary electricity provider in the State. Tennessee currently is among the States with the lowest electric rates in the U.S.
