The list below is intended as a guide to the critical items required by the Tennessee Department of Environment and Conservation (TDEC) requirements and the Rules, Regulations, Rate and Policies of LCUB Sewer Department. The engineer is responsible for being familiar with and meeting the design standards of LCUB and TDEC. It is strongly suggested that a pre-design conference be schedule with a preliminary development layout including topography and sewer features available for the conference.

Plans and Specifications:
TDEC notes: Detail plans shall include plan views, elevations, sections, profiles and supplementary structures, the outline form of equipment, locations and size of piping, water levels, ground elevations and erosion control facilities.

Approximate plan size 24 x 36
Location Map
Location, size and direction of flow of all sewer lines
Plans stamped and signed by licensed engineer
Hydraulic calculations for all lines in the project showing adequacy either on the plans or in the supplementary report using the TDEC format ref. Chapter 2 of State of Tennessee standards.
Topography and elevations both existing and proposed
All bodies of water including direction of flow and high water elevations.
TDEC requirements plan and profile of Sewers:
Maximum allowable scale 50 feet to the inch (State is 100 to the inch, LCUB is 50 feet) Vertical scale 10 feet to the inch maximum. Use corresponding scales plans and profiles.
Location of streets and sewers
Sewer Details Lines of ground surface, pipe type (material/class), pipe size, manhole stationing, manhole inverts elevations, surface elevation at manhole, manhole top elevation, length and slope of sewer between adjacent manholes, manholes labeled on both plan and profile. MH distance < 350 ft.
Where any question of depth elevation and location of basement floor or other low point source shall be plotted on the profile of the sewer which is to serve the house or source in question.
Locations of all special features
Location of all existing or planned structures below and above ground that might interfere with the proposed construction, particularly water mains, gas mains, storm drains, etc.. (show on both plan and profile).
Detail drawing of all stream crossings reference Chapter 2 of the State of Tennessee regulations for the stream crossing requirements.
Detail drawings of special joints, appurtenances, etc..
Location of adjacent streams and extent of streamside vegetation.
General topography including trees within 25 feet of center line of proposed sewer. (Note: This is both existing and proposed)
LCUB Additional requirements not listed above:
Overall project and layout map showing entire project
Right-of-ways and Easements needed for the sewer that falls inside/outside of the property.
Lot lines and locations shown on all plan views including lot numbers
Street names and edge of pavement locations as well as right-of-way
Location and size of services distance upstream from downstream manhole and length of 6 inch lateral and depth of the lateral needed at the end of the lateral to serve the lot.
Inverts for the manholes inlet inverts and outlet invert rather than a single manhole, centerline invert. (Outlet should be a minimum of 0.1 feet lower than invert)
Manhole deflection angles
100 foot stationing of sewer lines and stationing of all appurtenances on plan and included profile views
Plan and profile shall be on the same sheet and oriented in generally the same direction
Servicing utility name, address and phone on the first sheet of plans. (Lenoir City Utilities Board, 200 Depot Street, Lenoir City, TN 37771, (865) 986-6591)
Developer and property owner name, address and phone number on first sheet of plans
Engineer name, address and phone number on first sheet of plans
Project name, date, scale, north arrow and sheet numbers on all sheets
Inclusion of LCUB detail sheets
Revisions tabulated on re-submittals
Benchmarks (All plans to include the establishment of a minimum of one benchmark for each project. Benchmark and its elevation are to be shown on the plan set. Benchmark to be maintained through the completion of the project.)
Developer (Owner) and/or Contractor shall adhere to LCUB Standard Specifications and Details.
Engineer shall provide documentation of existing and new sewer collection system Hydraulic Analysis.
Sewer Collection System shall be minimum Eight (8) inch diameter. Gravity sewers 12-inches or less in diameter shall be either ductile iron pipe or P.V.C. (SDR 35). Ductile Iron Pipe shall be used for trench depths of 12 feet or greater (No Exceptions). Gravity sewers greater than 12-inches in diameter shall be Class 150 ductile iron pipe.
Upon review of plans, LCUB has the right to require the Sewer Collection System to be a larger diameter pipe size or Ductile Iron Pipe in-lieu of Eight (8) inch based upon hydraulic analysis, depth, soil and future conditions.
Developer (Owner) and/or Contractor shall be responsible for any existing sewer collection system improvements required to provide hydraulic sewer capacity to the new development and maintain the existing/future hydraulic sewer capacity.
Developer (Owner) and/or Contractor shall be responsible for installing all 6 inch sewer taps, 6 inch service lines, and 6 inch 2-way cleanout (Plastic Trends G1006) per LCUB standard specifications for the new development.
Sewer Lateral Discharge (Main Floor Elevation) shall be a minimum of 6 above the top of the lowest of the two adjacent manholes.
Developer (Owner) and/or Contractor shall be responsible for installing minimum SDR 35 pipe for sanitary sewer services to depth of 12 feet. Any sanitary sewer services which are over 12 feet depth shall require water line and/or mechanical joint quality pipe.
Low Pressure Sewer System shall not be approved for acceptable sewer service.
LCUB General Notes to be included on the drawings:
1. ALL WORK TO BE PERFORMED WILL BE IN ACCORDANCE WITH THE LENOIR CITY UTILITY BOARD WATER AND WASTEWATER DEPARTMENT (CURRENT EDITION) SPECIFICATION AND DETAILS.
2. PRE-CONSTRUCTION CONFERENCE SHALL BE CONDUCTED WITH THE LENOIR CITY UTILITY BOARD REPRESENTATIVES, DESIGN ENGINEER, AND UTILITY CONTRACTOR PRIOR TO ANY UTILITIES CONSTRUCTION ACTIVITIES BEGIN.
3. SEWER LINE MATERIALS, INSTALLATION AND TESTING PER LENOIR CITY UTILITY BOARD WATER AND WASTEWATER DEPARTMENT STANDARDS (CURRENT EDITION).
4. ALL SERVICE LATERALS SHALL BE 6 TO PROPERTY LINE AND INSTALLED AT MINIMUM 1% SLOPE UNLESS FIELD VERIFIED BY THE ENGINEER. A 6 X 4 INCREASER BUSHING - ECCENTRIC (PART NUMBER 32642) SHALL BE USED FOR SINGLE FAMILY RESIDENTIAL CONNECTION.
5. SERVICE LATERALS CLEANOUT SHALL BE A 2-WAY CLEANOUT AS MANUFACTORED BY PLASTIC TRENDS (G 1006) AND EXTEND 3 ABOVE FINISHED GRADE TO MARK SEWER SERVICE CONNECTIONS UNTIL BUILDING CONNECTION IS MADE.
6. SEWER LATERAL DISCHARGE (MAIN FLOOR ELEVATION) SHALL BE A MINIMUM OF 6 ABOVE THE TOP OF THE LOWEST OF THE TWO ADJACENT MANHOLES.
7. NO INDIVIDUAL E-ONE GRINDER PUMP SYSTEMS SHALL BE USED ON THIS PROJECT. INDIVIDUAL BASEMENT PUMPS MAY BE USED AND MAINTAINED BY THE PROPERTY OWNER IN ORDER TO PUMP BASEMENTS TO MAIN LEVEL (WHERE NECESSARY).
8. PUMP STATIONS ARE REQUIRED OR APPROVED BY LCUB FOR THIS PROJECT. THEY SHALL BE SUBMERSIBLE FLYGHT PUMP STATIONS.
9. CONSTRUCTION AND INSPECTIONS MUST BE SUPERVISED BY A REPRESENTATIVE OF THE DESIGN ENGINEERING FIRM SO THAT THE REQUIRED PROFESSIONAL ENGINEER CERTIFICATION CAN BE MADE TO LCUB. LCUB WILL NOT ACCEPT UTILITIES THAT HAVE NOT BEEN CERTIFIED IN WRITING.
