The list below is intended as a guide to the critical items required by the Tennessee Department of Environment and Conservation (TDEC) requirements and the Rules, Regulations, Rate and Policies of LCUB Sewer Department. The engineer is responsible for being familiar with and meeting the design standards of LCUB and TDEC. It is strongly suggested that a pre-design conference be schedule with a preliminary development layout including topography and sewer features available for the conference.
TDEC requirements General Plan of Water and Details Plans of Water Distribution Systems:
Approximate plan size 24 x 36
Maximum Scale 100 feet per inch for plans and profiles maximum vertical scale of 10 feet per inch
Name of water system and county in which located
Engineer name, address and phone number on first sheet of plans
Plans stamped and signed by licensed engineer
A Vicinity Map (location map) showing location of the project if a complete system map is not included
A Key map showing location of detailed drawings when project is comprehensive
Location, size and material of all water lines and appurtenances relative to the project both existing and for construction
Stream crossings providing profiles with elevations of the stream bed and the normal and extreme high and low water levels if this information is available
Location of proposed water lines in relations to roads, bridges and other identifiable objects
Location of valves, fire hydrants, tees, reducers/enlargers, bends and other appurtenances (Stationing)
Hydraulic profile or data and computations showing hydraulics or proposed additions to the distribution system. (NOTE The City of Lenoir City Minimum standards are 750 G.P.M. fire flow with 30 PSI residual pressure-this exceeds the State of Tennessee minimums. LCUB also requires the lowest and highest static and residual pressure to be calculated and shown on the plans.)

Servicing utility name, address and phone on the first sheet of plans. (Lenoir City Utilities Board, 200 Depot Street, Lenoir City, TN 37771, (865) 986-6591)
Right-of-ways and Easements needed for the water that falls inside/outside of the property.
Lot lines and locations shown on all plan views including lot numbers
Street names and edge of pavement locations as well as right-of-way
Location of proposed service connections. Taps shall be spaced to avoid conflict with sanitary sewer laterals.
100 foot stationing of water lines and stationing of all appurtenances on plan and any included profile views
Sufficient details shown on the plans to allow for material take off and location of lines in the field by a third party
Plan/Profile sheets shall be drawn for water lines 12 inches in diameter and larger. Existing lines shall be field located whenever reasonable and the source of the utility locations noted on the plans.
For all water lines the relevant elevations of all pipe lines and conflicting structures at utility crossings shall be shown This shall include a short profile view of all utility crossings of the water line where new utility lines are being constructed.
Where profiles are provided they shall be on the same sheet as the plan and oriented in generally the same direction. (They may be included as inserts on a plan sheet to save the drawing a separate plan/profile sheet.)
Project name, date, scale, north arrow and sheet numbers on all sheets
Inclusion of LCUB detail sheets
Revisions tabulated on re-submittals
Include the radius of any turns where joint deflection is to be used to curve the water line For eight inch pipe, the maximum deflection per joint is 5 degrees. For curves tighter than this, please include appropriate bends as part of the plans.
Developer (Owner) and/or Contractor shall adhere to LCUB Standard Specifications and Details.
Water Distribution System shall be minimum Six (6) inch C-900 or Ductile Iron Pipe (No Exceptions). Upon review of plans, LCUB has the right to require the Water Distribution System to be Eight (8) inch C-900 or Ductile Iron Pipe in-lieu of Six (6) inch.
Developer (Owner) and/or Contractor shall be responsible for installing three (3) way valve clusters at all roadway intersections.
Developer (Owner) and/or Contractor shall be responsible for any existing water distribution improvements required to provide adequate water pressure and fire flow to the new development and maintain the existing distribution system pressures.
Developer (Owner) and/or Contractor shall be responsible for installing all water taps, service lines, meter yolks and casings per LCUB standard specifications for the new development.
Developer (Owner) and/or Contractor shall be responsible for installing all fire hydrants (not to exceed 500), and appurtenances per LCUB standard specifications for the new development.
LCUB General Notes to be included on the drawings:
1. ALL WORK TO BE PERFORMED WILL BE IN ACCORDANCE WITH THE LENOIR CITY UTILITY BOARD WATER AND WASTEWATER DEPARTMENT (CURRENT EDITION) SPECIFICATION AND DETAILS.
2. PRE-CONSTRUCTION CONFERENCE SHALL BE CONDUCTED WITH THE LENOIR CITY UTILITY BOARD REPRESENTATIVES, DESIGN ENGINEER, AND UTILITY CONTRACTOR PRIOR TO ANY UTILITIES CONSTRUCTION ACTIVITIES BEGIN.
3. WATER LINE MATERIALS, INSTALLATION, TESTING AND DISENFECTION PER LENOIR CITY UTILTIIES BOARD WATER AND WASTEWATER DEPARTMENT STANDARDS (CURRENT EDITION).
4. CONTRACTOR TO INSTALL SHORT-SIDE AND LONG-SIDE SERVICE LATERALS AND SHALL INCLUDE A 1 CORPORATION STOP (MUELLER H-15008), 1 TYPE K COPPER LINE, AND 3/4 x 1 Y BRANCH CONNECTION (MUELLER #H-15343). ALL LONG-SIDE 1 SERVICE LINES SHALL BE ENCASED WITH 3 P.V.C. AND 3/4 SERVICE LINES SHALL BE ENCASED WITH 2 P.V.C..
5. CONTRACTOR SHALL PROVIDE AND INSTALL METER BOX AND YOKE (METER BOX AND LID AS MANUFACTURED BY DARTER STEEL) METER YOKE SHALL BE MUELLER IN-LINE METER YOKE MUELLER B2418-R WITH MUELLER CONNECTIONS H14227 (3/4 CTS) AND MUELLER H14222 (3/4 in. F.I.P.).
6. CONTRACTOR SHALL PERFORM ALL WATER LINE TAPS REQUIRED FOR THIS PROJECT.
7. CONTRACTOR SHALL PROVIDE A SHUTOFF VALVE ON THE CUSTOMER SIDE OF METER AND INSTALL THEIR OWN BOX.
8. FIRE HYDRANTS FOR THIS PROJECT SHALL BE MUELLER SUPER CENTURION #200 (YELLOW OPEN COUNTERCLOCKWISE), WITH 5 Ό OPENING VALVE. HYDRANTS SHALL BE PAINTEDAS SHOWN BELOW, IN ACCORDANCE WITH THE LATEST NFPA CODE FOR MARKING HYDRANTS, AND/OR IN ACCORDANCE WITH THE LENOIR CITY FIRE DEPARTMENT STANDARDS.

9. CONSTRUCTION AND INSPECTIONS MUST BE SUPERVISED BY A REPRESENTATIVE OF THE DESIGN ENGINEERING FIRM SO THAT THE REQUIRED PROFESSIONAL ENGINEER CERTIFICATION CAN BE MADE TO LCUB. LCUB WILL NOT ACCEPT UTILITIES THAT HAVE NOT BEEN CERTIFIED IN WRITING.
