The Lenoir City Utilities Board (LCUB) is submitting a Request for Proposals (RFP) for Dumpster Placement & Waste Collection at our facilities. All interested parties are directed, prior to bidding, to conduct whatever investigations and data collections they may deem necessary to arrive at their own conclusions regarding the RFP. LCUB is not liable for incurred costs or expenses in the development of proposals. Collection will be required on Monday’s apart from LCUB observed holidays, which will require collection on the next LCUB working day.

The company awarded the contract is required to provide the following:

 

Water Treatment Plant 900 Nelson St. Three (3) 4-yard containers

 

Main Campus 7698 Creekwood Park Blvd. Two (2) 4-yard containers

Five (5) 8-yard containers

One (1) 40-yard roll off

(on call for LCUB provided roll off to empty and return)

 

Fiber Warehouse Derek’s Way One (1) 8-yard container

 

Additionally, the company awarded the contract should be prepared to:

Provide an additional 40-yard roll-off if necessary

Provide special event collection or additional collection as necessary

The awarded company will be responsible for providing all labor and equipment necessary for the delivery of dumpsters and collection of waste.

 

Proposals MUST be completed on the LCUB Bid Sheet. Provided at your emailed request to Eric Fritts, Procurement Manager (efritts@lcub.com) .

All proposals should contain supporting information regarding the qualifications of the proposing company. The supporting information should include a description of the equipment available for providing services, references, and any other information the firm deems necessary or important for the evaluation of the proposal. Insurance information should also be provided.

Term will be three (3) years with two (2) optional one-year extensions to be agreed upon by both parties ninety (90) days prior to the term’s end.

 

All proposals will be available for public inspection in compliance with applicable State of Tennessee statues. LCUB reserves the right to obtain and utilize consultation services or advisement from any employee, agency, firm, corporation, company, or individual in order to evaluate the feasibilty and sustainability of any proposal.

 

LCUB reserves the right to terminate any agreement due to non-performance with a 30-day notice.

 

Only proposals received by LCUB’s Procurement Manager at or before the Proposal Submittal Deadline of 10:00 am on April 20, 2026 will be opened and considered by LCUB. At such time proposals will be opened and the name of each submitting company read aloud. Such proposals must be hand-delivered in person, sent by overnight carrier, or mailed (at the proposer’s sole risk for late or improper delivery) using the following applicable address(es): If delivered by hand or overnight delivery the proposal must be sent to: Lenoir City Utilities Board, Attn: Eric Fritts, 7698 Creekwood Park Blvd., Lenoir City, TN 37772 (or if by regular mail to: Lenoir City Utilities Board, Attn: Eric Fritts, Post Office Box 449, Lenoir City, TN 37771).

 

Please note: “April 2026 Dumpster Placement & Waste Collection Proposal” on the outside of your proposal.

Proposals received via E-Mail will not be accepted.

LCUB retains the right to reject any or all proposals.
