Leon Shields is the Chief Operating Officer / General Manager, overseeing all operations of Lenoir City Utilities Board, the Tennessee Valley Authority’s 8th largest local power company of the 153 total providers. As a third-generation LCUB employee, Shields carries forward a longstanding family legacy of service to the community.

Shields’ career with LCUB spans over three decades. He began in 1991 as a part-time Janitor / Vehicle Clean-Up Helper and was hired full-time in 1993 as a Serviceman. He steadily advanced through the organization, becoming Operator in 1998, Supervisor of Field Operations in 2007, Director in 2022, and COO / General Manager in 2025. He holds a diverse portfolio of professional licenses and certifications and is formally recognized as a Certified Power Executive. Shields is also an active member of several industry and professional associations, including the Tennessee Valley Public Power Association (TVPPA), Tennessee Municipal Electric Power Association (TMEPA), Tennessee Association of Utility Districts (TAUD), Tennessee Gas Association (TGA), American Public Power Association (APPA), and the American Water Works Association (AWWA) and various other organizations.

Beyond his work with LCUB, Shields has a long history of civic involvement. He serves as a Deputy with the Loudon County Sheriff’s Office, Director of Loudon County Fire/Rescue, Chairman of the Lenoir City Planning Commission/Board of Zoning Appeals, and Commissioner for both the Lenoir City Housing Authority and the Loudon County Regional Planning Commission.

Additionally, he has held appointments as Chairman of the Department of Energy’s Environmental Management Site-Specific Advisory Board for the Oak Ridge Reservation, Chair of the DOE’s Environmental Stewardship Committee, and Commissioner of Volunteer Tennessee under Governor Bill Haslam. He currently serves as Co-Chair of the Tennessee Department of Intellectual and Developmental Disabilities Commission, appointed by Governor Bill Lee.

Shields continues to serve on multiple federal, state, and local boards and remains actively engaged in civic and nonprofit initiatives throughout the region holding two Hall of Fame inductions.
