Tap Fees

Service tap pricing request for meters 2″ or larger, meter resizing, and/or upgrade shall be determined by LCUB on an estimate of actual cost.

Fire Line tap pricing shall be determined by LCUB on an estimate of actual cost.

Capital Reserve and Maintenance Fee
The maintenance charge is a one-time charge to any single residential, commercial, or industrial customer connecting to LCUB’s water distribution system. This charge enables LCUB to provide for additional maintenance on the water distribution system. EPA strongly recommends that a maintenance charge be enacted and that the charge be separated from normal revenues.

The fees shall be assessed, and payment made up-front for all residential, commercial, or industrial developments based on the total number of services being provided. If the development is staged as multi-phase, each phase will be assessed the fees at the time LCUB approves the design plans.

The capital reserve and maintenance charge for customers inside and outside the corporate city limits is established at $1.20 per gallon of daily usage. A capital reserve fee charge of $1.00 per gallon of daily discharge ($145.00) and a maintenance charge of $0.20 per gallon of daily usage ($29.00).

Residential customers will be based on an average daily discharge of 145 gallons per household. Small commercial (office rental space) will be based on the same charges as residential.

Larger commercial and industrial customers will be required to provide LCUB with maximum daily discharge quantities. LCUB will establish the capital reserve and maintenance charge from the data provided and LCUB has the right to adjust the fee after a 6-month history of discharged quantities compilation. LCUB may at its discretion establish the capital reserve and maintenance fees using TDEC’s design basis for water systems.

Line Extension Fee
Requested line extensions by individuals or developers shall be discussed, designed, estimated, and permitted on an individual basis by the LCUB. 

Engineering and/or Inspection Fees
Hourly rate of inspection services for residential/ commercial developments including but not limited to associated work conducted in vicinity of LCUB infrastructure shall be estimated on individual basis.

Meter Testing

$35.00 Customer request for meter testing to validate usage shall be charged associated cost related in the event of the meter test result is within the allowable accuracy.

Unauthorized Water Use

$250.00 Tampering fee per event, if applicable. Additional charges may result regarding necessary repairs or replacement, estimated usage, etc. for the unauthorized connection or illegal use.

Fire Systems Fees

$1,000.00 Deposit for fire hydrant meter used for development purposes.
$0.10 Per unit price/ per month for sprinkler head systems.
$27.50 Per month / per fire hydrant located on private property.
$150.00 Fire hydrant flow test, plus estimated water usage. 

Cross Connection Fees

$55.00 Annual testing fee per residential/commercial standard backflow preventer device. Retest fee of same shall be charged for each visit in the event of failure.
$75.00 Annual testing fee per fire system backflow preventer device. Retest fee of same shall be charged for each visit in the event of failure.
